i disagree. Warmth has a VERY long ICD. IMO Winter's Bounty is much better, especially on a class with such slow Daily buildup

I've tried both (thanks to a respec), and Winter's Bounty is the better choice.

Chance to gain 10% Action Points when killing a target.

For PvE yes, I stand corrected.
For PvP still no -- that's a chance to gain 10% AP every, 5-10 minutes that you get to kill a player.
