I was thinking about this, a lot of frustration in PvP cause:
1- Matchmaking system doesn't make balanced fights (9/10 matches are PuG vs Premade or there is a big gap between player's gear and experience).
2- People with different goals come to PvP: Domination (while some just try to get more kills, others try to conquer nodes, others just want their dailies and leave the char AFK in the campfire and others want to scale in the leaderboard, leaving if they don't have an easy game).
3- New and older players will have bad experiences in PuG matches, because older will feel that they are punished by having to face a good team with new players in their team, while new players will die a lot and maybe be insulted.
4- etc...
This results in very few fun PvP matches and there is a lot of frustration, this is because we are expecting to have a balanced match while in the reality we don't, so i thinked why not implement something that doesn't need balanced players and there is no winner nor loser, just make 20 or 30 random players queue to enter to some kind of big room (or maybe enter to a map, like IWD, but without requirements) where they can do whatever they wan't, 1v1, 19v1, talk, test builds, etc... even if they make a premade of 5 bis players and the other 15 are new player being massacred (by the other 5) they wouldn't feel bad, it would be something that they could have expected, and they wouldn't be blamed or insulted by any reason, it would be just a PvP experience.
I don't know, what do you think?.
PS: I thinked this cause i played ragnarok and this was the actual PvP system, you enter to a room (not queueing, it was a map like IWD that you could enter alone if you wan't or in a party) where you could find, from a lvl 50 to a lvl 99 BiS rebirth, a party just killing everyone or maybe some players chating, etc... and it was very very enjoyable.
PS 2: This is not a fix for PvP: Domination, it's only a suggestion to have a PvP system available for everyone and with no frustrations (not a lot at least).
Back before the PvP patch there were many threads for the discussion of such things.
An Arena mode was actually one of the VERY few things we actually asked for. We wanted just 1 or 2 more domination maps, a way to que with other premades, some VERY small class balance adjustments (classes were pretty close to perfect in terms of balance back then), and maybe an additional Mode (CTF, Arena, or Deathmatch).
Instead we got Tenacity, which destroyed PvP balance which has still not recovered (getting there though) and Icewind Dale.
I am VERY reluctant to ever ask for any PvP adjustments again.....
Would love a duel mode and a guild/castle siege mode. Maybe planned pre-made 5 vs 5, 10 vs 10 and 20 vs 20 maps/modes (no pets companions allowed).
And a huge map the size of DV or IWP, with the entire map available for open world PvP. Capture points all across the map. Manual flagging for PvP, so you can choose if you want to stick to PvE on the map, as well.
The current que system actually discourages people to que I agree and IWD would work if there was one instance for the pvp map. How many of us would be pvping right now if they didn't end up feeling frustrated or bored most of the time. It's not just me who feels like this with queing its the majority.

Isn't what just in the PvP Icewind Pass Zone?
If you mean Tenacity, then no, it applies whenever and wherever there is Player Vs Player combat.
