Scourge Warlock Set effect

The diabolic 4 piece Set effect which hits for an additional 4% of an enemies HP can stack to 50 times or higher on only 1 Warlock. Is that Intended? It seems that it also hits much harder than 4k which should be the maximum.
Pls look into this because it destroys pve atm.
