Junk Quality ??

Ok I got this from a coffer of Runestones.
Why is it called Junk Quality ?:confused:
If this is junk, I will gladly take all I can get, thankyou. :D

EDIT: Forgot to say that the ward, is not bound.

    Lol, maybe back in the early days, that was junk.

    Unfortunately that makes us all trashcan raiders today.
    No idea what my toon is now.

    Certainly looks better than, say, the dragonborn package.

    Probably coz the rank 5s are on the low end and it's not coded to see coal wards as being worth a lot but just a rare drop. Interesting to see :D
