Question about frost enchantment

so lately I have been doing an experiment on the frost enchantment on my DC, im currently using the Lesser frost enchantment, and I have to say for a lesser enchantment it working preety good, infact it working so good that I wouldn't mind upgrading it to perfect, because im assuming the perfect one would be way better than the lesser.

the lesser reduce your targets recovery by 15%, and this effect last for 4 secs.
so my question here is, is there any benefit to upgrade this enchantment above lesser besides the damage boost?
like if I upgrade it to normal, or greater frost enchantment, what the benefit to that? does it increase the time the effect last for?
or does the effect only last for 4 seconds even at perfect frost enchantment?
also what can the lesser frost enchantment with the 15% recovery decrease do that the perfect frost enchantment with the 30 recovery decrease cannot do? besides the increase in damage.

I really want to upgrade this enchantment, but wont upgrade it if the only difference from lesser to perfect is damage.

any response will be greatly appreciate.
