How does armor pen and resistance ignored from attributes stack

This might be a silly question but...
With my campfire buffed strengt i get 11% resistance ignored
From my armor pen stat i get 20% Resistance ignored. Does this stack together to make it 31%?
I heard that 24% resistance ignored is all you really need, does this mean i should try to remove some armor pen in favour of power?

    24% is all you need in PVE, if you can get rid of the extra, do it. It's hard though, we get so much armor pen from gear.
