What is the conversion of Combat Advantage Bonus stat into Combat Advantage Bonus %?

For example, the new artifact, Kessel's Sphere's of Annihilation give +400 Combat Advantage Bonus. How much more % does this give your Combat Advantage Bonus?

(Another example is the companion such as Blink Dog can give you a max of 5% more Combat Advantage, but how does that translate into actual flat stat numbers like how the Kessel Artifact gives you +400?)

Side question: Does Combat Advantage stat have diminishing returns?

It is addictive. So if you have 5% more combat advantage dmg, your total combat dmg bonus would be 15%+5%=20%

Yes they have DR, but you normally won't be able to stack it to the point where the DR is significant.
