Opening loading halts

When I load the game everything runs smooth; even the character screen loads just fine. I go to log into any of my characters and it seems to load just fine but when the zone appears everything halts for about 20 seconds plus. After the initial freeze finally goes away and my character starts moving normally I don't really have an issue. It will halt from time to time just depending on what I'm doing but nothing than more than a split second. It's just that initial 20 second + freeze that is really annoying. It started about the time that windows had an update a few days ago. I ran some of the checks that they asked us to and here was my results...nothing like the results listed.

I have yet to do the third test but I will here later. Is there a way to do like a Neverwinter repair or verify? I saw that some were able to do this but it seems that Arc has changed its screen so I don't know where to find it.

    This doesn't sound like a connection issue , I used to get a similar sounding issue just after logging on where the stuff in my inventory and stuff would take several seconds to load , after a week or so it went back to normal , maybe try to force verify your client and see if doing some housekeeping on your computer helps like clearing cache and defragging , just a suggestion.
