TR's Corrupted Black Ice Weapons Problem/Bug

Hello, my main is a pve executioner dps TR. I crafted the corrupted black ice weapons for it. from what i have tested on the live (and it is the same on preview since the weapons are the same and i didnt see anything on patch notes) the "2500 Black Ice Damage on random near enemy" from the set bonus doesn't proc as much as it should at least to justify the black ice it needs to use them all the time.
Please make them proc more (and consider them to proc on the target i am attacking and not another nearby) to make it justifiable to use them as my main weapons (if they give extra black ice damage = extra dps i could stand to lose the +450 from another t2 and use those instead).
