It's my understanding they have plans for us in the works. Unsure how far these plans are. But figured I'd throw these out there.
These are overall viewed as an Archer HR.
Electric Shot - Keep it's current base damage. But change how it functions.
"Fires an charged arrow at your target dealing moderate damage to all nearby enemies. Charging your target, this charge can stack up to 3 times. Your next single target encounter ability used on a charged target will deal 30% of it's damage to all charged targets per charge they have."
I don't believe this will be stronger than Split Shot. But it should equal it. As Split Shot still does more base damage. This overall just gives us another option. %'s can be changed for balance.
Rapid Shot - Allow slightly movement while attacking with this. Similar to a Cleric's empowered At-Will's. Can be low at first, add an increase either in nature or archery trees. (Although nature probably wont be using it). For example, replacing Nature's Grasp.
Aspect of the Falcon - Gain Combat Advantage on targets attack from greater than an 80' range.
Hawk Shot - Change it's Rank 2/3 bonus to 50% more damage to targets not targeting you. It's rare we'll get to use this at max range. Making it a very situational ability.
Hawkeye I don't see a melee using this. Change it to a boost to Critical Severity over a duration. This kind of buff alone could make Hawk Shot worth using in a build(and even using it). This would be a nice buff to Nature HR's more than anything.
Cold Steel Hurricane - Why is this an ability? I tried it out. Couldn't get myself to like it. It CC's you for a short duration to cast it. It's damage is much lower than Seismic Shot. Does it not have an limit on targets? It moves too fast to hit a target more than 2 times it seems. I'd have to get 20-25 hits out of it to compete with Seismic Shot hitting 5. And Seismic has a much better CC. I just see no reason behind this skill in it's current form. Remove it with something more supportive to a Nature build.
Thorn Strike - This ability hits at it dealing stronger damage on lower Hp targets. It does seem to do this. But it is still one of the weakest melee abilities damage wise we have even on a low Hp target. If it was a fast cast time I could understand, but the animation for it is not fast. Perhaps something that also gives it a strong crit chance in the combat tree.
Master of Archery - Seeing as we don't have any heavy hitting encounter abilities, this often gets used during a Rain of Arrows or a Thorn Ward. For high geared HR's this becomes even less effective. For one point it is powerful. But it's is really nothing special. "After landing a Critical Strike your next ranged attack will cast 25% faster, cannot be interrupted by damage and acts as if you are max range."
This, again, would be a buff to Hawk Shot. Not asking for all of these buffs to it. But it needs some love. As this feat has a 20s CD. Hawkshot has about the same. HR's don't stack recovery. Don't want to use Hawk Shot? Aim Shot works just as well. Or even just Split Shot for AoE'ing. Even if you don't use these abilities. The "acts as if max range" will always be a 20% damage buff.
Aspect of the Serpent - Add into it, "Slightly lowers threat to enemies targeting you when you use Shift". Would at least give it more of a use to all specs. Even if it's just Rank 1.
Rain of Swords - Make it a targeted AoE where you move to where the AoE goes. Like a leap. You jump up so high it just feels weird there's no mobility in it. It does have to be a far jump. Maybe half the range of Marauders.

As I understand it from Gentlemancrush's initial revelation about future changes to the HR class there will be no Nature tree. He said something about rewarding players who want to play either ranged, melee or hybrid - three trees meaning no space for Nature, although it won't be a bad thing imo as it has no place in a striker class.
I would seriously consider axing Split Shot completely if I were them. It will always cause threat issues in dungeons even with the nerf due to the fact that its firing arc is so massive when spammed and can shoot through targets to also hit those behind them. The buff to Split the Sky has already increased our AoE a little so I propose they increase the radius for Rain of Arrows to make it our go-to AoE ability that actually hits more than one mob when Singularity isn't being cast. I agree that Electric Shot does need a major overhaul because it still stinks. Clear the Ground is very useful though.

It's a Striker Class in PvE and PvE, Idk what are you talking about, I guess you are comparing yourself with CWs or GWFs which are known to be OP in PvE, I mean, look at TRs, they are supossedly a striker class , but in PvE they are almost as the same lvl as the supporter class (GF and DC), I have an HR, but seeing other classes, there are some with a state a lot worse...
