It's hard to say... it may be right where they want it to be for the most part (I suspect they'll just focus on power bugs and whatnot). The tanks are supposed be GF and GWF (in that order) - then I suspect comes the DC before the CW and TR. I'm shooting entirely from the hip here, but I suspect the HP-to-DPS Ratio ranking is (more or less) intended to be:
GF (High HP/Lowest DPS)
GWF (Little less HP/Little more DPS)
HR (Little less/little more than GWF)
DC (Ditto - compared to HR)
CW (Ditto - compared to DC)
TR (Least Hp/Most DPS)
Though HR and DC could probably be swapped in this ranking. And of course the actual HP/DPS difference between each classes is actually very little as the big picture goes. It's just enough that the same player playing each can feel it in solo quests.
This 'ranking' scheme would seem to me to be the "party balance" and the HR is in the middle of the bunch. If the GWF and DC are the baseline "sweet-spots" in terms of being where they want them to be (as stated by Devs) - then it makes sense the GF will receive the most reworking, I suspect a little more tweaking with HR and TR and they (Devs) have already stated that massive changes are coming to CW (I am paraphrasing, of course). These changes being so big and complicated that they will focus on this class all by itself with the full army of Devs, hence why these changes are coming later (last). At least this is the impression I am getting.
So other than some basic tweaking here and there I suspect the HR is more or less where it will stay.
Like I said, this is all my own beliefs based on all the information I've been soaking-up (I am a Neverwinter Forums junkie and do a helluvalot more reading than posting, especially the DevTracker forum).
Hey guys, just wanted to drop in with some news and update changes.
We have been taking a long hard look at Hunter Rangers and where we want them to fall in our combat as well as how various players choose to experience them, and we have decided that we want to make some pretty big changes later on down the road. However we do not want these to be rushed changes to make Module 3, so we are going to be reducing the Split Shot damage reduction pretty heavily as well as leaving in all the other buffs we made.
I don't have much information on the bigger changes we want to make, but we definitely want to provide better tools to facilitate playing as a striker, as well as giving more options for rangers who would like to prefer one stance rather than always weaving back and forth. In addition, we do want to provide a tree that can preserve the current play style of weaving Melee and Ranged powers together so that there will be a full suite of options to play a Ranger any way you want to.
I want to stress again that these are big fundamental changes that will be happening farther down the road, and in the short term we are going to just be rolling back some of the damage reduction on split shot while leaving in the buffs and adjustments to other powers.
The change is as listed below:
Hunter Ranger: Split Shot: The damage reduction on this power has been readjusted. This power now has a total reduction of about 25% (down from 48%).

The nerf was originally 45% but then they reduced it to 25% but it isn't clear if that is how it is staying or if he still wants to carry out the full nerf when all the module 4 changes happen, he says

so in the short term they reduced the split shot nerf but it doesn't say if that is how it is staying or if he intends to still do the full nerf they originally planned . We'll probably find out on preview within the next couple of weeks if things go to plan.
When the nerf was initially announced, I started migrating away from Split Shot toward Thorn Ward and Rain of Arrows as my primary DPS powers (with Binding Shot there as well for its triple-stun ability). I still keep Split Shot slotted, but it's there for when I'm trying to take out a small mob but a physically large one keeps preventing me from targeting it (which is REALLY ANNOYING!) Otherwise, Split Shot is now a "specialty" attack that I use only when the situation demands it.
Caveat: I don't PvP, so I can't speak to its effect there. I couldn't care less about PvP: I'm here for adventuring, not competition.

I'm pretty sure gentlemancrush is nothing to do with the black ice gear , he deals with skills and their mechanics , you need to go to the preview subforum for black ice gear feedback and ask ontheriver about Black ice gear , that seemed to be who was responsible for the gear in module 3.

It may just be me, but I find split shot to be almost worthless in pvp. I also use it in pve for the same reasons you've stated.
