Dragon's wing buffet cannot be blocked.

There used to be a time when Wing Buffet was blockable, somewhere between module 1 and module 2 it's no longer the case. I hope this is a bug and it's not intended. If it's intended, what would be the reason behind this change?
Considering there are lots of dragons in this game, and considering the upcoming module 4 that will revolve around them, I think that this is something that should be fixed (or reverted back to the original if it's an intended change).
