I have been running through Module Three for a while now and have noticed something a bit odd.
My standard PvE Set has three Rank Six Lucky Enchants , giving me a total of a 6% chance to get a Lucky Bag with every Kill. Throughout the rest of the Game I get exactly that, about one Bag every 17 Kills or so. I will get a good 20 Bags, give or take, on a good day, from running the Dread Ring and/or Sharandar Dailies. The Bags are nothing special, just a nice little bonus from an otherwise wasted Slot.
In Icewind Dale, however, I see no where NEAR that. I will usually get two, maybe three after completing all the Dailies I have unlocked to this point (I've unlocked the first two Tiers and am almost to the third) as well as quit a few Heroic Encounters of various stripes. In practice the drop rate looks to be less than 1% consistently, across all characters I've tried it with. That's a pretty serious decline in Drops. Has anyone else seen this? Or are the fickle Random Number Gods just messing with my head again?

This could be related to the whole problem they had with ID scrolls not dropping.

yeah it sounds like it.
Was also a problem like this with the enchants that make you drop enchants and runestones when you kill monsters. It only occurs in Icewind dale monsters.
the problem was monsters over level 60 werent getting the bonuses applied from enchants that affects drops from them.

Many of the enemies in IWD are > level 60 - IIRC, this was a cause of issues w/ other drops as well.
