The second option sounds a bit higher on damage but then again 3/4 of my spells arent affected by armor pen, so its a hard choice. u decide for me plox

Which spells are you using aneffected by armor pen?
conduit roe choke, but ironicly condiut and roe reduce their mitigation which is basically armor pen

If they are fixed then armor pen all they way. If not then I think its not worth it.
According to the cw buglist, out of what you mentioned only the shardsplosion benefits.
So sure, if you want to optimize for domination and are running the shard combo most of the time, a bit of arp is useful, but for opvp I would do anything possible to get my arp into power (ie. running full radiants, profound oppressor instead of thaum, etc.).
Shard is also bugged atm (at least I don't think the current behavior is intentional), so it will stick to random things in the IWP/DV terrain and not be movable, which is enough to drop it from my rotation in a lot of situations.
Basically (imo), if you do all three pvp types and regularly switch rotations then I would keep 1.5k-2k arp, but if all you do is opvp and just run the debuff combo to troll Ice Knife hits, I would treat it like crit and drop it below 1k.
