1 min CD on encounter and at-will

So we just played a pvp match, the TR got 1 min CD on his DF, i got 1 min cd on my takedown and a hr got 1 min cd on fox, anyone else having this issue? I know that way way way back there was a bug that could give u 2 min cd on DF as a tr. Pls dont say this is back :(

    It's the HR Class artifact .It's bugged prolly

    This happened a while back when some encounter (I honestly cannot remember which it was at the time) interrupted the attack. Right now, Roar seems to cause it from what I've heard. I might be wrong; haven't been paying attention to pvp recently at all :/.

    No it is the HR artifact, it causes powers to go into a 1 minute cooldown. I am not sure its intended or bugged but its really bs with a 1 min cool down.

    HR Artifact yes, I made a bug report a few days ago :) It's more like 50-54 seconds in my testing.
