HR Artifact can put enemy At-Wills on cool-down for a minute.

Heard about this happening and went to test it with a friend real quick in IWD. If you are casting an At-Will and an enemy uses the HR Artifact active on you, your At-Will will go on cooldown for 1 minute. I have seen this happen for At-Wills only, interrupting Steal-time and other encounters/dailies seemed to not do anything crazy, but we may have had bad timing.

We tried GWF Sure Strike, CW Chilling Cloud and Ray of Frost, and DC Punishing Light with success on each at getting about a 50-54 second cooldown coming onto the At-Will power. Not sure if this is what 'interrupt' means but it seems weird.

Confirmed, had this happen to me twice on my 28 GWF in Arena. Could not figure out what the heck happened; I still managed to make effective use of Sure Strike though, amazingly!

I've also had my at-wills put on a minute long cooldown, but I don't think it was the HR artifact. I think other things can do it as well if indeed the artifact does it.

I haven't ever notice this but there is something that the HR does that causes my field of view to alter. It could be forest meditation but I will go from my non standard FOV to either the normal one or something even smaller. I don't know that it is related or not.

I've had this happen in a arena match against a HR yesterday night.

had one at will that went on cooldown while fighting him. he did use his artifact during the fight, by the time I noticed, it was already 30 seconds down, here I was thinking was he out of range or something, but when i was close enough I still couldnt use the at will i was trying to use, thats when I noticed it was 30 seconds down on cooldown.
