maybe i missed something? Black ice pick recharges?

did i not read who has recharges for the black ice pick?
maybe i am stupid and missed some vital info in the beginning.
I cannot mine the ice after one day in there. is there an NPC i need to visit? I checked all the coinheaded consumable folks i could find but no luck. Is it a Zen or AD thing?
What did i miss?

( btw: granted I am having issues completing the daily there, my GS is fine but the mobs are more or less way OP for me to solo. even wolves and bears are a challenge for my character. Not complaining, just explaining. )

    If you did the initiation mission where you learned how to mine black ice, you received a pick. Keep it in your inventory and you will be able to mine without any problem ... (I probably misunderstand your problem, sorry)
    There are temporary boosts for the pick around, but they are not mandatory to mine, and I haven't yet felt the need of them.

    Why mine?

    Much more fun to just do the HEs, and you can easily get all the Black Ice you can refine from those.
    Hoping for improvements...

    thanks - perhaps what i was seeing was the boosts and not the actual pick. I was at a node that didnt want to be mined after I fought critters for it. I like the mining. I also like the HE things. I have a few black ices that need refining but i gotta get those ten whatever they are called first . I was thinking there was a limit on how many times the pick could be used per day or something. Maybe I have it all wrong.

    Well, I get 180 ice per interaction from PvP area nodes, so if it's quiet and I ahve nothing else to do, I like to do a little mining.

    Mining in PvP is cool. It's like sneaking cookies out the jar when mom isn't looking, if mom had a huge ****ing longsword, was 7 feet tall, and shoved that longsword in your neck 12 times until you fell down and then kicked you so you died faster (while you were mining).

    I love mining in PvP.
