Marauder's Escape/Rush not filling AP

I recently started an HR and have worked my way up to Rank 2 of this Encounter, which says that it refills AP 100% on use. Both in combat and out, this encounter is NOT refilling the AP, at all. Not just not 100%, but not 1%. Anyone else having this issue?
