Bait and Switch Bugged in Campagin Areas?

Hello my Fellow Neverwinterers
Recently I have been having issues with one of the Trickster Rouge's most useful powers, Bait and Switch.
I would stealth into battle and when my stealth bar was close to emptying out, I would throw my decoy up and go about fighting. However, the problem I soon found was that, the enemies would not attack my decoy and if I were to throw up my decoy while visible, enemies would target me instead of the decoy.
I don't know if I am using this power wrong or if I am agroing the mobs too much, thus nullifying the affect of the decoy.
If anyone can give me some advice on this, that would be great.
(I have included some images of the decoy tricking enemies, but the enemies still going after me)
