No larger Heroic Encounters

Even after the patch from earlier today there still seems to be a lack of anything other than 2-3 person heroic encounters in Icewind Pass.
Shortly after the patch there were several large group Heroic Encounters that I was able to take part in. On one map there were even three simultaneously. But since then they've completely dried up. I've been running around in my zone for over 90 minutes with nothing besides 2-3 man ones spawning. I don't know if it is because there aren't a lot of people in the zone or something else is wrong. But it gets a little boring with nothing but Maurading Barbarians, Totem of Auril, and Merchant in Distress over and over.
