Artifacts Auto Equip from artificing Pack?

i opened 9 artificing packs and got a Waters of Elah'zad. this artifact auto equip itself to my character, making it bound to character. i never revived the "Are you Sure you want to equip this item" message. I know that the class artifacts are bind on pick up are the other artifacts now bind on pick up as well. if so this was not stated in the patch notes.
