Frozen Crystal Lockboxes

Should these be dropping in low level quest areas? I got some on a character i just made today on a level 9 quest. BTW the blacklake skirmish bugged for anybody else? :confused:

    Both the Sharandar and Dread Ring boxes dropped at all levels. So no reason for the Crystal lockboxes not to do the same. Just save up the rewards until you can use them.

    Any lockbox that has existed dropped from any level area.
