Since module 3 is starting on May 13th, there is no definite answer, yet.
But you might try the Preview-Forums to get an impression how it might be then.
In module 3 HR is getting a slight nerf on split shot but to balance that out they are getting a bunch of buffs on other skills although they will be getting a big nerf at some point in the future , possibly module 4 but for module 3 they should be quite good , changes look like this -
Hunter Ranger
Split Shot : Damage reduced by 25%
Aspect of the Pack: Now correctly grants Combat Advantage to allies instead of only granting it to the Ranger. The Ranger still benefits from this effect as well.
Boar Charge: This power now requires a target to be fired.
Clear the Ground: Damage increased by roughly 50%.
Commanding Shot: This power now also gains +10% damage when it ranks up.
Electric Shot: Damage increased by roughly 100%.
Fox Shift: This power may now strike any one target a maximum of 2 times.
Hawkeye: This power was redesigned. It now grants you 15% bonus damage on the next attack. Allies gain half this benefit (based on the rank of the power).
Hunter's Teamwork: Can now be picked up by allies not on your team. Both they and your team will be healed.
Oakskin: Healing increased by 150%.
Slasher's Mark: Damage increase by 300%.
Split the Sky: Base Damage of this power increased by roughly 40%. Additionally fixed a bug with the way weapon damage was calculated by this power. There should be no net change from this fix.
Thorn Strike: Base Damage of this power increased by roughly 40%.

yeah to be fair, though, trying to go through the feedback thread for the HR changes could be confusing considering that they started with a reduction of split shot by 45%. the better thing to do is look for the red PW post indicators (top right of dev posts) and click on those to hop through to the dev posts that have the official information on changes rather than the abundance of opinions.
