Dread Legion equipment?

Just noticing that some people have the Dread Legion pieces. Wondering how that is possible when I hardly get any seals to buy those? Looking for help on this. Is there another way to get the seals?

    You get them from Valindra's Tower. I suggest you gear up before attempting VT 2/2. You find boots in DD chest, helmet and gauntlets can be bought for seals and armor drops from Val.
