Arc's guide to build creation.
Note: anything in this guide may change overtime. I will try my best to keep it updated. If you find any corrections that need to be made, or anything you would like to see added, feel free to post in the comments below.

Understanding how to create your own build first come from understanding the stats and abilities in depth and how to get them to work together systematically.

Offense


Power: A direct damage and healing increase. Useful for pretty much any class.

Critical Chance: Increases your chances of landing critical damage or critical healing on a target. The magnitude of the critical is based on your Critical Severity.
Critical Chance appears to begin to receive diminishing returns after 2000

Armor Penetration/Resistance Ignored: The amount of Damage resistance your damaging abilities will ignore
Armor Penetration begins to receive diminishing returns after 2200

Recovery: Increases the rate in which your encounters come of cooldown, and increases the rate in which you gain Action points.
Recovery appears to begin to receive diminishing returns after 2900

Critical Severity: The amount of extra damage you do whenever you land a critical strike. Usually set around 50% or 75% depending on your class.

Action Point Gain: The amount of extra action points you recieve whenever you normally gain Action Points.

Control Bonus: The duration in which you can control a target with a control ability.

Combat Advantage: The amount of extra damage that you recieve for being in a specific scenario.
EX: being invisible, having an ally on the opposite side of the oppenent from you, abilites that offer Combat Advantage after completing them, ect.

Weapon Damage: The base damage you recieve based on the weapon you are wielding.



Defense


AC(Armor Class): A significant increase to your Damage Resistance. This stat is only easy to stack with more defensive orientated classes.
Damage resistance has a hard cap at 80%

HP(Hit-Points): The amount of hit points you have. A good stat to stack for all classes.

Defense: A direct increase to your Damage Resistance.
Damage resistance has a hard cap at 80%

Deflect Chance: Increases your chances of avoiding extra damage and control abilites whenever you are hit.

Regeneration: The rate in which you regenerate your HP depending on the HP you are missing.
Regeneration reaches a hard cap at 50% health gain.

Life Steal: The amount of HP you regenerate whenever you strike a target. Life Steal is completely dependent on the amount of damage you deal.

Deflect Severity: The extra damage you resist whenever you deflect an attack. Usually set around 50% or 75% depending on your class.
Deflected attacks are hard capped at 90% resistance

Control Resist: The amount of duration you resist when ever you are controlled by a control ability.



Utility

Movement Speed: The increased speed you move whenever you are not mounted.

Stamina/Guard Gain: The increased rate in which you generate Stamina/Guard.

Gold Gain, XP Gain, and Glory Gain are pretty self explanatory.

Once you have learned what each individual stat does, you will be able to create your very own build with a much more clear goal. Stacking these stats can come easily from your choices in gear, feats, class features, race, and the class itself.

Now that you know the basics of each individual skill you need to create different ways, or create a build, to get them to work with and for your class.

Investigate your Feats and Powers and develop ways you will use them in PvE and/or PvP.

You also don't have to jump in and purchase multiple Respec tokens whenever you find a build you like.

You can easily test builds with in the preview server of Neverwinter. Within the preview you can transfer your already developed characters from the live version and have the ability to test as many builds as you want with unlimited free Re-Specing.

    This thread should make for a good read. Do you happen to have any data regarding where/when these stats hit diminishing returns? It seems that after a certain point, it's not worth putting more points toward a particular stat, yet at very low levels, every point provides a big increase in performance.

    Regeneration: The rate in which you regenerate your HP depending on the max amount of HP you have.

    Shouldn't be The rate in which you regenerate your HP depending on the amount of HP you miss?.

    Despite all the trolling you've been doing on my thread, and claiming that you are better than me because you've been playing a year longer (with your best enchant being a normal vorpal(?!)) here is your DR info:

    Also armor pen caps at 24% in PVE, DR is largely based on opinion and class. I have plenty more info.
