I have tried to increase the size of Dragonlings and Wolves with no luck. Max'ing out the size does not work. Does anyone know of a way to make a large 'dragon'?
I have had no probs with increasing the size of NPCs but not creatures...
Switch to advanced mode. There is an option to scale height as well as options for individual parts of the NPC. It only works for humanoids though and as mentioned by Eldarth, height scaling doesn't work very well on larger enemies either.
Neverwinter players are stubborn things....until you strip them down to bone. (Cursed players, my flowers, MINE!) Oh how I plotted their demise.
There are some creative ways around it. Check out the cloak tower quest in the "Best" column.
It has a dragon despite this issue and it still manage to make sense.
Yes - one thing you can do to work around it somewhat is go into advanced mode and scale all the individual limbs/torso/waist/etc sizes one at a time -- but don't touch the overall scale slider.

Also, some mobs are more scalable than others.
Check the default height scaler when you're in the advanced editor. If it's near the middle or right end of the scaler, you don't have much room to expand it, but if it's at the lower end, you've got room to work with.
As an example, dwarves. Dwarves, both regular and duergar, have their scaler start left of center, which means they start default scaled down. If you crank that all the way to the right, then go in and lengthen the various bits (legs, arms, torso, and don't forget to increase the size of the head if you scale up everything else, unless you want a pinhead), it can get quite tall. Dwarves scaled up make great hill giants, and duergar scaled up make great stone giants.
I really wish you could scale animals, though. I wanted to put in an encounter of a mama cave bear and her cubs, and couldn't make any cubs. As animals, bears aren't scalable. *sigh* Maybe some day.

Try taking a Giant and "scaling" it to the maximum and it will end up smaller than the original -- about 7' tall.

Of course, I do hope that eventually we will be able to make huge animals like Great Wolf Sif from Dark Soul or actual dragons
