One person quits a match and the match is ruined. In order for everyone to leave this ruined match, a second person must then "take one for the team" by leaving too and receiving the leaver penalty. Why?
If we are expected to stay and fight a 4v5 match, there should be compensation for the handicapped team. Perhaps gaining points 20% faster? Perhaps the 5 man team has to occupy a tower in order to gain points and not just capture it? Perhaps just more glory for sticking it out? Perhaps the community has a better idea than me? Whatever it is, there should be something.
If the 4 man team is not compensated, then it is implied that they are not expected to continue to compete. If this is the case, then it should really only require ONE leaver to enable the rest of the team to leave without receiving the penalty.
So, which is it?

Yes, it's ridiculous to expect to have a chance to win 4v5. Even if you have 4 strong opponents against 5 average ones, this is extremely tough to do. Everyone after the first leaver should be exempt from any penalty for leaving.
The problem about penalty is that if you crash enternig the pvp (due to server not responding) 50% of the time you are kicked, given a loss and 30 min penalty (mind that you were kicked and didn't left youself) I think I have about 25% of my loss count given by that problem. just imagine how mad I would be if I had to wait 1 hour everytime

Third one and so on get no penalty
a 4v5 isn't impossible, just improbable, and usually not any fun.
Most of them just result in sitting at the campfire.
