Does the Foundry have the tools to recreate Respen’s Game?

The new skirmish was incredibly fun and I enjoyed it immensely.

However I was wondering if similar adventures can created in the Foundry? If not, I think this is an incredible opportunity if they allow Foundry authors the tools used to do this.

We don't even have half the existing assets in the main game.
