Slotted enchantments cannot be upgraded?

I've just tried upgrading a brutal 7 slotted in an def slot and failed 34 times in a row. That's right 34 preservation wards wasted, when upgrading form 7 to 8 has 25% chance of success.

Is there some bug that prevents upgrading slotted enchantments or brutals? Failing 34 times in a row on 25% success is statistically almost impossible, so what's happening?

I didn't have anything in my overflow bag, i always have free space in my bags.

Edit: I've upgraded several brutal 7s to 8s in the past without a problem so this must be something new.

It's the RNG. If you fail, don't continue. Instead cancel out and start all over from the start. If you fail and keep trying the chances you keep failing will be high. This is the same with success.
