Managed to test this with ACT using Lodur's NW plugin because we can finally 1v1 in the Icewind dale zone. I can't confirm whether the same issue already happens on live build or in other PvP modes.
I've noticed from ACT that attacking a GWF in 'dodge mode' i.e. 'unstoppable' grants only half the amount of Action points (AP)
Observation:
First image is of damage of an at will (Astral Seal). Note the entries with 'dodge|(shield)' under 'special' column. Shield represents Temp HP while unstoppable is activated. Note the time of those attacks.

The second image shows the Action points gained per hit (under 'power replenish feature of ACT). The 'damage' column is actually AP gained per hit (multiplied by factor of 10). Note that same attacks that were 'dodged by unstoppable' only return half the amount of AP per hit (1.06% instead of 2.13%).

Same is true for encounters powers. You can see some AP gain from ticks are halved.

While I didn't take a screenshot, AP gain from Astral shield and healing word (encounters that affect only me or environment) was always the full amount, so it wasn't from me suffering a debuff or similar AP gain depression effect.
I am yet to confirm whether dodged attacks grant only half AP for other classes. Harder to test as their dodge uptime is much shorter. While looking at the GWF's AP gain from attacks on me there appear to be some attacks with reduced AP gain but it was not halved and much fewer in number despite a lot of dodging on my part. It's also complicated because AP gain per attack varies in unstoppable vs out of unstoppable modes.
Also haven't tested for AP gain nerf of similar attacks which grant immunity/deflection eg vs TR's impossible to catch or HR's Forest Meditation. Maybe someone else can help test.
Do we think this is working as intended? Should AP gain vs a 'dodge/unstoppable mode' attack be halved? Given GWF has the longest uptime of this they have a unique advantage (or some would say class mechanic) here.

Try to test it on a TR in impossible to catch : it would logically be 25% of AP Gain i think ...
