After the first keystroke ("marking" the target) and the target runs out of range/you lose sight, the second keystroke makes icy rays go on cooldown without doing anything.

Happens in PvP when people run, dies, go into stealth since the PvP patch.

Agree, plus if icy rays goes off and the target moves out of target range, the spell doesnt land giving no damage and no root.
