They are Account Bound but it's not possible to mail them within your own account.

In Star Trek Online, they have account bound items that you can transfer between alts, but it only works through the Account Bank. Not sure if Neverwinter has something like this, but if we do, then you have to go to the bank.
Here in NW account bound items can only be sent in the mail. In order to do that you have to input your @handle first into the recipient box first, then add the item. If that didn't work then it has also gotten the flag of character bound.

If an items both flags attached to it, then the account-bound one is a lie, it´s as simple as that. Items are either linked to a character or to the entire account, the first excludes the second and vice versa.
I just wasted 100 grym coins, too, falling for an incorrect tooltip, trying to send several tokens to an alt I don´t enjoy doing pvp with. Just to find that some account-bound items are, guess what - character bound.
