No Quests - Problem

Me and a friend of mine started playing neverwinter together a couple of days ago, and when we reached level 18 we found out that we had no more quests!
We thought it was because we had already done every quest there was until level 18, so we decided to reach level 19 by just killing mobs and praying to get experience.
Altought when we reached level 19 (by doing what I mentioned earlier) there were STILL no more quests to be done!

The thing is, we both didn't still do the "cloak tower" quest and daily (seeing it was too hard to find a party) and in the meantime (while we leveled up) the "cloak tower" quest dissapeared (the red one), and we still have the blue one (daily one) to be done... however we believe it's not in our level range anymore, seeing that in the quest log it shows up in grey?

Just out of curiosity we still also have the foundry (the daily one) to be done as well, but that also seems kind of greyish in the quest log...

So, any idea(s) to why this might be happening? And any thoughts/helpful tips?

    19 is on the high end for Cloak Tower but you can still do it. Sergeant Knox doesn't have any quests for you?

    That's just it... No...

    There aren't any more quests I can accept to the areas I'm "allowed" to go to for my level...

    Check that out. Sgt. Knox gives you the quests to kick off each area as well as some internal quests around that level. He's in Protector's Enclave.

    After each zone you get a quest to return to Sergeant Knox in Protector's Enclave. He will give you a quest to go to the next zone. You don't just go to the next zone and start picking up quests. If he doesn't have anything for you I have no idea. >.>

    Sometimes does one have to find an NPC and talk to them to before one can finish an area. It is not always just Sgt. Knox, but the string of events can wander off only to come back again. Sometimes it is a special object (marked with a !) that one needs to pick up and then activate, which will trigger a new quest.

    I suggest you go around and see if you have talked to all the NPCs there. I cannot recall any quest, which was given by a special object. What I recall is that there are quests to be had in front of the tower tavern and inside of it, as well as a recruitment officer directly at the beginning of the map. It then continues in the east of the map and from there into the south.

    I think there is even a girl, trapped in the middle of the orc area, who wants you to pick up some fire mushrooms or whatever. I happen to stumble upon here. She is probably easy to miss.

    It is also not always the same NPC for each race, but it has race-specific quests, too.

    Sometimes he gives quests in zones that say they are too high level for you, but you should still be OK.

    That's exactly what's happening right now! Sgt. Knox has a blue "!" (which is odd seeing I don't recall that happening or being an issue) over his head, and whenever I try to talk to him, he just has the option "Goodbye, Sergeant" which doesn't lead or gives me any other quests (as it shouldn't I think)

    And yes, we did talk to all the NPC's in all of the maps we've been to... I even spotted that hidden girl over there as well... They were "fire bugs" that we had to collect for her, if I'm not mistaken...

    This last map however (Blackdagger Ruins), although being warned we were BELOW the recomended level to do that map (I guess we were level 17 by then... then managed to level up to 18) , we managed just fine... until this happened...

    If I abandon those, will I get a more apropriate leveled dungeon and/or foundry?
    If I don't... what will I do?

    Ah, that is a different map from the one with the cloak tower! There is a woman hiding in sort of a cave in the west at the coast. Maybe you have missed her?

    Is there a blue <!> icon over the last guy you finished a quest for? It happened to me like that, but after i leveled up some in pvp, he started giving quest... the yellow <!> icon again.

    Foundry quests scale to your level. That one that you have is the daily foundry quest. It will update do a new version at level 20 (I think) where you will have to do 2 foundry quests rather than just one. To qualify for the daily foundry, the quest must be at least 15 minutes long and have 20 plays. So just hit L, then go to "Catalogue" at the top, pick a foundry quest that looks interesting, and run that. Everything in there will be your level.

    Also, Blackdagger Ruins starts at level 20, so just head there. I bet you can find some quests there, and not have a problem if you are grouping up.
