During discussions in regards to upcoming Tenacity changes, I've mentioned changing to defensive feats/specs to more offense-oriented ones to offset the damage loss with Tenacity.
Since Tenacity is essentially a freebie damage reduction provided, I figure I would probably be able to reduce the defensive stats so I receive around similar damage as I do currently (which, I already can more or less manage), in exchange for more damage done to targets so I can deal similar damage as I do currently, to those being protected by Tenacity. In short, decrease as much defense as Tenacity provides, and then shift that to more damage to offset effects of Tenacity on targets.
Under that premise, I tried shifting all my stat investment from CHA to STR. The enchantments are still the same.
My first surprise was that despite dumping all CHA stat into STR, my deflection rate suffered only a 4~5% loss. Initially, with full CHA investment it was 40.9%. Now it is around 36%. This seems to show that deflection is very heavily influenced by diminishing returns.
Another surprise, was that despite the 4~5% loss, I really am not feeling any difference in terms of survival.
I think it mostly has to do with the way that I've built my TR.
Since I don't have ITC, nor do I invest in HP, trying to face-tank something even with Duelist's Flurry is simply out of the question. Since also I am melee oriented, deciding on when to pop out of stealth and start my attack rotations is always a careful choice, and that would mean any mistakes would almost immediately lead to death -- whether or not I have high deflect or not.
At this point, I am guessing that in terms of survival, most people would probably not feel much difference between [33% ~ 40%], which would be somewhere between "one out of three attacks" and "two out of five attacks". I am thinking people would feel a difference if the chance goes down under 33%, where it would be "less than one attack deflected out of three".
What are your opinions? How much deflect do you think really makes a difference?
Stop making excuses. Be a man. If you know something to be broken, stop using it. Otherwise, you've got no right to be speaking of 'balance.'
Oh, btw, just for additional information, this is the impression I get from deflection/evasion based defense mechanics, according to my long experience with MMOs. As a general rule of thumb:

-- Foes with under 40% chance to evade/dodge/parry/deflect etc.. doesn't seem to special. Some attacks are evaded, but it seems nothing but just bad luck.
[40%~60%]
-- It seems a lot of your attacks are evaded, and feels like strong defense. However, you still feel that with enough attacks taking down the other guy is not a big problem.
[60%~75%]
-- The words *BLEEP* slips from your mouth. You feel like you're fighting against Spider-man or something. Most of your attacks don't seem to land at all.
[75%~ ]
-- The guy's untouchable. I don't know what he may think, but at least, from the attacker's shoes, it's impossible to land anything.
So it could be said that having around 40% deflection isn't still much reliable, and no matter how meager it seems, the 25%~ish damage reduction on TRs still make up for a lot of damage mitigated, since 40% chance is still too much of a "all or nothing" gamble.

I'm pretty sure that the boosts you get from Stats and Feats are independent of the Gear based Crit or Deflect stats. If you add a 1% chance to deflect/crit, that adds a straight up 1% regardless of where you are in DR.
