Frost & Frostburn bug/issue/concern

Following my analysis of these enchantments HERE, I would like to report the following two bugs/issues/concerns. Note that since we as players are unsure as to what the game intended for these two enchantments, I am filing this as a bug report:


1) Descriptions are confusing:

Armor Enhancement Slot: On receiving damage you have a 5% chance to deal Frost damage and reduces your attacker's Recovery by 15%. The damage scales with your level. This effect lasts 4 seconds and can only occur once every 60 seconds.

Weapon Enchantment Slot: You deal an additional 6.9% of weapon damage as Cold damage with every swing and reduce your foe's Recovery by 17%. This lasts 4 seconds and cannot be applied more than once every 20 seconds.



1A) Descriptions should say something like the following:

2. Frost w/ Frostburn do NOT stack in any way and only the first to process is applied

It would seem illogical that when both enchantments execute at the same time on the same foe that only the first one is applied, but this is what I see happening. Below is a /combatlog 1 excerpt showing how the Frost Weapon is applied, followed by the frostburn at the same timestamp, but the visual results (not logged by combat log) only appear to apply the Frost Weapon and NOT the Frostburn effects (only frostburn's damage, which processes GWF Deep Gash):

Reproduction:
Character wears 1 Frostburn Armor Enchantment AND 1 Frost Weapon Enchantment

Suggested solution:
Since these two enchantments are the only two in the game with identical effects: recovery reduction effect; Their combined recovery reduction effect should either be averaged or additive when processed together:

BOTH PROC EXAMPLE:

Original effects : Lesser Frost Enc: Reduce foe's recovery by 15% for 4s
Original effects : Lesser Frostburn: Reduce foe's recovery by 20% for 4s

Averaged effects : Lesser Frost Enc: Reduce foe's recovery by 17.5% for 4s (15+20/2)
OR
Combined effects : Lesser Frostburn: Reduce foe's recovery by 35% for 4s (15+20)

Again, this is only a suggestion.

Summary:

In summary, I find that these enchantments are highly under utilized in end-game content and feel that making minor modifications to them such as I have suggested above can only help them gain popularity enough to compete with others.
