It only activates on "encounter use"/activation if I remember correctly, so you'll have to be pretty lucky to proc it. But then again, PoB doesn't trigger weapon enchantments as well and it never crits, so you'll probably have to do some more extensive testing like using PoB for more than a hundred times to get a sizable sample.

200 times might be a small sample but enough to convince it was a poor investment of seals. I assumed it could trigger on any tick like IT.
Then again it may just be PoB. Have you tried if PoB procs similar Companion Bonuses like Ioun Stone of Allure's 7% chance to Slow targets? PoB has been broken since forever.

Since the target of the power is "Personal" that is probably why it doesn't trigger active bonus procs. Same would most likely go for smokescreen as well.

I've seen Smokebomb proc the wererat active.
