BUG: Master Duelist Set not Working as Intended.

I just tested this a while back in the Preview Shard. The TR's T1 Epic Set, Master Duelist, doesn't seem to be working properly. Every 4th At-Will Strike does not proc the set bonus. I tried a variety of At-Wills such as Sly Flourish, Cloud of Steel and Duelist's Flurry and none of them are proc-ing the 4 piece set bonus for Master Duelist.
I thought at first that a feat or Boon I took might have been conflicting with the set bonus, so what I did to further test this was to grab a Respec Token and do a respec so I do not have any feats or Boons, just Sly Flourish as my At-Will and the Master Duelist set. Sadly it doesn't seem to be the case since Master Duelist was still broken after testing it like this.
It would be great if we could see a fix for this in the future before the PVP patch hits.
