Eye of Lathander - Unable to Target allies

Have tried to emply Eye of Lathander several time to Raise fallen allies and I can never selct them. I stand 3 ft from them mouse cursor over there corpse and everything and I never get the option to activate the artifact.

Are the players you try to use it on fully dead or just on their knees needing to be revived ? I think it only works on players that can be revived ,not on fully dead players.
