Annointed holy symbol. How is it supposed to work?

According to the tooltip it supposed to grant 36% temp hit points at max rank but 36% of what?
Base hp? Max hp? Based on the damage/healing of the power?
I feel lost since i get 200something from divine AS and 1600 something from divine SB and DG.

    I never looked at the math of AHS, but it works consistently for me. Not sure how you're getting only 200 temp HP out of Astral Shield.
    Sacrilege - Warlock
    Contagion - Cleric
    Testament - Wizard
    Pestilence - Ranger
    Dominion - Paladin
