Welcome Back pack issue

Quick question regarding the Welcome Back Pack: I'd actually gotten three keys in my email for these, and redeemed and used all three packs. Only the first gave the 2 levels of XP. Is it supposed to work like that to prevent spamming them? Or did I encounter a bug?
