Suggestion/Request: Rework/Adjust the Trickster Rogue Paragon Feat Paths.

Looking at the Hunter Ranger Paragon Feats, I can't help but feel a little jealous as to how well-made and themed they are. The feats were intelligently planned in my opinion (with the exception of the Archery Capstone Feat), giving the HR class a wide variety of possible builds they can make out of their unique 3 paths.

The Trickster Rogue Paragon Feats on the other hand, grow pale in comparison to the vibrancy and uniqueness of the well-crafted HR Paragon Feats. There is only one usable Paragon Feat Path, which is the Executioner, while the Scoundrel is only useful for PVP TR's, and the Saboteur Path isn't even remotely useful. It's absurd how the minor non-Capstone Feats are more useful than the Capstone Feats themselves. For instance, Saboteur's Sneak of Shadows is so much more useful than Ruthless Efficiency as it has a 100% uptime and does not need a kill in order for it to proc. Not to mention 30% Armor Penetration for 6 seconds isn't the most rewarding buff, nor is it "sneaky" as Saboteur advertised itself to be.

Scoundrel on the other hand has Action Rush, which is really fun to have since it can proc often when you play a build that centers around it. Contrary to the perks Action Rush can give, Whirlwind Sneak Attack (the Scoundrel Capstone) is too conditional to be of any practical use. It may be useful for Impact Shot, but considering how it can only proc once, after going out of Stealth, and at a meager 15% increase in damage, there's just no viable way to make the most out of this Capstone Feat. Even Nimble Blade which is a T2 Minor Non-Capstone Feat gets a higher uptime than this and it has a better bonus of getting 20% increase in damage with a 35% chance of procing on all attacks that are not critical strikes.

So we have 2 Paragon Feat Paths with Capstone Feats that have provide very little reasons to take them, and we have the final Paragon Feat Path, the Executioner; which is arguably the best amongst all the Paths in the entire game. No other Paragon Feat Path from any other class can compare to the amount of perks Executioner gives. The ability to gain 25% extra Crit Severity in Stealth, the ability to deal 35% of our Crit Severity in damage after critting, 15% extra Crit Severity when using Duelist's Flurry, 5% extra critical strike for the entire team, and other good utilities for critical strikes. It stays true to its theme, giving the ability to "Execute" people by the amount of DPS this path can give Trickster Rogues. It provides so many reasons to take it that it's practically seen as the only viable Paragon Feat Path for TR's.

Saboteur and Scoundrel on the other hand don't even work as they are advertised. Saboteur is supposed to be a path for the people who wish to spec for Stealth. Although we do get feats that work well in conjunction with Stealth such as Sneaky Stabber, Nimble Dodge, Expert Sneak and Sneak of Shadows, the Capstone Feat, the most defining part of a Paragon Feat Path, doesn't synergize well with Stealth nor does it relate itself to it. It's a kill bonus sort of Feat, with a very mediocre effect at that. As for Scoundrel, it is advertised as a path that focuses on "underhanded tactics" with the ability to "gradually weaken foes." Only one feat in the Scoundrel Path weakens its foes, which is Catspaw Style; which is arguably more useful than Saboteur's Capstone Feat.

The Trickster Rogue is a really fun class to play, with a wide variety of possible play styles thanks to their diverse encounter selections. It'd be a waste to leave the other 2 Paragon Feat Paths that may be able to present players with a wider variety of alternative play styles in their current unusable state. As such, I have a couple of suggestions which may prove to be a decent fix for this problem.

Executioner Fixes:
  • Remove Brutal Backstab and Transfer it to Saboteur as it is a Stealth-related Feat.
  • Replace Brutal Backstab with a variation of the GWF's Devastating Critical which adds 15% additional critical severity to ALL attacks, not just in stealth.
  • Remove Thrill of the Kill. Replace it with Saboteur's Speed Swindle as it is a Critical Hit-related feat.

Sabotuer Fixes:
  • Remove Speed Swindle and replace it with the Executioner's Brutal Backstab. If possible, transfer Brutal Backstab to a T4 slot so it becomes a Saboteur-exclusive Paragon Feat and Executioners will not be able to benefit from the 25% from Brutal Backstab and 15% Devatating Critical.
  • Rework the Capstone Feat to something more Stealth-related. Instead of getting 30% more Armor Penetration on kill, a non-OP bonus like a 15% bonus in Armor Penetration while in Stealth should suffice for players who wish to play with Stealth.
  • Rework Baited Action. Make it so that it inflicts Hard Taunts to enemies within its vicinity in place of its ability to reflect 5% of the damage dealt to it. This will give it some escape utility for allies who need some breathing room. Retain its 10% increase in HP.

Scoundrel Fixes:
  • Turn the Capstone Feat into a Minor Non-Capstone Feat. Something like 3/6/9/12/15% additional damage after going out of Stealth for the first encounter used.
  • Remove the 20 second limitation to Berserk Vitality or at least reduce it and increase the Temp. HP buff. This will allow rogues to play in a more Scoundrel-like manner, giving them the capabilities to generate temp. HP enough to soak damage.
  • Introduce a new Capstone Feat. Something that would make playing a Scoundrel reliable. If Saboteur is based on Stealth, why not turn Scoundrel it something that resembles a Scoundrel, one that concentrates on real underhanded tactics outside of Stealth. A bonus like "50% more Power based on the amount of Stealth meter remaining" will introduce a play style that allows players to deal a reliable amount of DPS outside of Stealth.

So far these are just some of my ideas. If you guys have any feedback or suggestions please feel free to leave them as a comment. I personally would just like to see these 2 paths become as usable as the Executioner path.

    I can't agree more to these changes.
    Remove Brutal Backstab and Transfer it to Saboteur as it is a Stealth-related Feat.

    For one, this will effectively buff the damage output that Saboteur rogues can deal.

    Introduce a new Capstone Feat. Something that would make playing a Scoundrel reliable. If Saboteur is based on Stealth, why not turn Scoundrel it something that resembles a Scoundrel, one that concentrates on real underhanded tactics outside of Stealth. A bonus like "50% more Power based on the amount of Stealth meter remaining" will introduce a play style that allows players to deal a reliable amount of DPS outside of Stealth.

    As a TR who spends most time fighting out of stealth, this kind of capstone feat is something that could definitely convince me to trade Overrun Critical.

    I do like what your saying,
    But

    I prefer the Scoundrel over the Executioner. For me, I think all of my points spent are worth while.
    I felt that some of the Executioner paths were wasted

    Underhanded Tactics for 20% more effective Combat Advantage. While in stealth this is a big boon. Very good in PVE
    Nimble Blade 20% more damage 35% of the time for your non Critical attacks Nice DPS add
    Mocking Knave 10% more damage, 2.5% Stack Bonus. I use Cloud of Steel ALL the time. Combines with UT in Stealth
    Action Rush really make you get your Daily's quicker
    And I think the guaranteed 15% extra damage after leaving stealth is awesome

    Also

    Once the new PVP changes are implemented, I think the Executioner path will be weakened but the Scoundrel will stay pretty much the same.
