Bought on the character select page...nothing
Bought on the logged in character profile page...nothing.
Fixed...you have to close the game down completely and then restart it. Please fix.

I was going to say that it applies on the next time you start (or restart) the game client and you make the change on the character selection screen. It's not a bug, I think it's a technical issue as to why it works this way. It's always been the exact same way in Star Trek Online for the last four years.
Though, they should find a way to explain that once purchased it requires a relog to be applied and used.
