I'm wondering whether this is a good thing to feat into. Pretty much going to depend on what "5" action points is. relative to how many the character has.
1-5 action points by rank per shift. I put points into it when I first built my ranger, then immediately restat to get rid of it. I can't even tell if this is in fact working as my action points never once twitched no matter how many times I shifted. Chalk it up to worthless and move on
Yup tested 3 situations. Blew my AP with seismic shot, then did a couple shifts in place just to see how much it really gave me; got nothing. I then proceeded to make an entire transit of Protector's Spam-clave just to confirm that nothing was happening. I then had the same thought as you thinking it was combat specific, so I went out to the underdark (didn't have Dread Ring unlocked at this time), found a couple of "easy" monsters, and proceeded to kick them right in the jewels. While fleeing for my life I tested the shift and still nadda. After my inevitable death I respecced and corrected that lapse in proper decision-making.
I think once testing this.... after like 4-5 stamina refills of shifting i managed to see a tiny little yellow line in my ap bar...... total waste of feat points as everybody seems to agree.

A whole lot of other Obsidian toons as well.
It is not too bad in PvP when you just need a fraction of AP to use dailies for emergency situations.
For PvE, I guess it is kind of useless.
