Power Screen Bug On Change Character

I thought the first time was just a fluke, but today for the third time I have changed character and found my Powers Screen bugged.
On the character I have just changed to, the Powers Screen will be locked into my Paragon Path description screen. It will not display a button at the bottom to "Show Powers."
It only happens when I shift down to a lower level character who has not yet chosen paragon path, and then shift upwards directly to the same class at level 60. This was twice for a DC-DC shift, and once for a CW-CW shift.
Changing instances, Qing into dungeons, changing character, and logging out do not fix the bug. Only shutting down the game entirely fixes the bug. If this were ever a permanent bug it would render the level 60 inoperable, considering how often it is necessary to shift Powers.
If you don't notice you are bugged before you Q into a Dungeon for DD... oops.
Before Shadowmantle, I never had this problem shifting between a level 60 GWF and a pre-paragon path GWF alt.
