Currently, with the following powers;
(1) Cunning Ambusher: +6% damage after leaving stealth
(2) Endless Assault: +6% damage for Encounters
(3) Whirlwind Sneak Attack: +15% damage for first Encounter used after leaving stealth
(4) Dagger Threat: +20% damage for knife-throwing powers within 20' distance of target
Each of the hits from Blitz deal around 7k damage on crit, and I am a strictly PvP set-up, with less than 3,000 power. When combined with the;
(5) First Strike: +15% damage with your first attack in combat
...each hits from Blitz go up to around 8k... and since I use Plaguefire, I believe with a more PvE purpose gear/enchantment set-up + Perfect Vorpal for weapons, I am pretty sure that each hit from blitz will deal around 10k in damage.
Now, for a TR, I don't think that's too shabby for an AoE Encounter with a recharge of little higher than 10 seconds. Ofcourse, the First Strike would only apply once per combat (and you need to be able to cancel stealth at least once before the combat begins, to apply both Whirlwind Sneak Attack and First Strike), so realistically speaking, during combat the damage would settle down around 8k per pop.
So IMO, a PvE WK build would probably incorporate VP, Dazing Strike, Blitz for encounters, and Sly Flourish/Disheartening Strike for at-wills. Dealing out as much Disheartening Strikes as possible would add in another 5 ticks of 2.5~3k damage on crits for EACH of the targets hit, and with Perfect Vorpal + WSA Dazing Strike would provide with a reliable single-target attack that deals around 10~12k crit damage every 8~10 seconds.
Action Rush will provide you with at least twice, three times more chance to use Dailies on a given fight.
...I think when you combine all of this, it might turn out to be a nice PvE/AoE oriented TR. I've certainly had my share of Paingiver/Executioner in mob-heavy skirmishes, especially with the recent CTA.
Stop making excuses. Be a man.
If you know something to be broken, stop using it.
Otherwise, you've got no right to be speaking of 'balance.'
