Is there a bug with the Perfect Elven Battle Enchantment

It is supposed to make you 200% more resistant to slows and immobiles
It seems like it works fine in PVE, but in PVP, it doesn't seem to do anything. Even if I use my encounter Impossible to Catch.
I know there is somewhat of a bug with the TR Impossible to Catch, does that also affect the Perfect Elven Enchantment?
