    every healing spell is affected
you can test this by doing a spell w/ and w/o divinity and see how much divinity you get relative to each other

Some abilities that doesn't heal also give divinity when in combat, eg. Astral Shield.

It's not so much about whether a power heals or not, any non-damaging encounter power procs Divine Fortune. Only in combat or when you actually heal someone though, much like Linked Spirit. Divine Fortune is really more of a last resort power for Faithful clerics (and possibly a few other specific builds) who want to go full healing in order to maximize the effect of their healing buffs (like Linked Spirit) without sacrificing divine power/AP generation. Not a necessity, but a good class feature to keep on standby.
The list of powers it affects is quite short: Healing Word, Bastion of Health, Astral Shield, Exaltation.

You don't gain any divine power from using divine mode/tabbed powers afaik. Ethereal Boon is different, it procs off a completed CD. Prophecy of Doom is a mitigation debuff which would make it an offense-type power, which is probably why even when it doesn't do damage it doesn't proc Divine Fortune.
You there. New to the game? Feeling overwhelmed? Maybe you think getting to end-game is impossible for a casual player like yourself, or maybe you just need to be around a community that helps each other stay sane and competitive with the latest news, current trends, random chitchat and most of all LEGIT (that is, we try to keep things fair) gameplay. If you don't mind being around quirky people and the rare occasional drama (one of our prominent TR members is apparently a mafia godfather) join nw_legit_community at http://www.nwlegitcommunity.shivtr.com/forum_threads/2330542.

I ask because as far as I've noticed - AP builds up quite fast even without Holy Fervor, but I always found myself short on Divine Power (I use Sun Burst-Astral Shield-Forgemaster's Flame as encounter skills) and when there is lots of action around - have very little time to use At-Wills for DP build up.
Brand of the Sun sounded like a solution, but comparing to Sacred Flame - it gives almost no DP...

So now I'm working up to Ethereal Boon feat (I'm 52 level atm) hoping that DP defficiemcy will be solved with that.

Brand of the Sun shines in fights with multiple adds and PvP. You do need to invest some time "tagging" as many mobs as you can with before you can expect good returns. People good at it love BotS.

An encounter setup like that wouldn't benefit from Divine Fortune. Ethereal Boon will help, yeah. In the meantime I suggest simply trying to cast FF as often as possible, but alternating between normal/divine mode. It should always be on CD. That way you are also generating extra divine power from normal FF casts. All that's left is for you to time Sunburst (if you have Foresight) or your daily to fill the gaps in-between divine AS/divine FF casts.
You should only be casting both divine AS and divine FF during emergencies, and those should be rare. Otherwise someone in your party is either incredibly undergeared or needs to play his class better.

Need some enlightenment?? Sunburst gain 2 parts of divinity when we slotted DF. One from damage one from heals. Even you use it in div mode you will regain some divinity back, that is from healing part of SB. This is the only encounter that can gives divinity in Div mode (best encounter among all powers for me but so many ppl abandon it for HW...) Rarely someone know this, go try with dummies!!

Yeah, right now I'm doing FF rotation and always stay near the GF, Sunburst-ing him and the targets. But we have four-man party and when we go into dungeon - have to find some random DD ... that's the usual source of the problem :)
