Foundry bug: I can't place any NPC in one type of rooms!

I used in my quest the following room: Elven Square Shaped Large Size Room 101x101 ft 83 ft tall.
I placed details, quest objects, effects, etc.I worked on this room 3 days. I placed already the next room too.When I try to place in elven room one NPC I couldn't do this! Why?!
I placed this type of room(empty) in another place on my map, try to place an NPC, but don't worked.
My NPC budget is 27/50. I can place NPC's in every room on my map, just not this one.
This is a bug? I can't continue my quest. I don't want replace the room, because this room type is ideal for me and I worked on this 3 days.
I hope, this bug will be fixed soon...
