purple (epic) belts can't be transmuted?

so i've checked a half dozen purple lvl 60 belts, none have the option to change appearance, but blues do. is this intended? its annoying.

    Which belts are you having trouble with? The one purple belt I have at hand I can transmute.

    Might be the same issue that the ancient necklaces used to have.
