Am I mistaken or there is no any possible way to place rooms one on another and make some normal multi-floor houses?
Cant find anything on subject over internet neither find anything like that in editor.
Has this subject ever brought up and discussed?

I think you can do something like that with the roombuilder. It pretty much requires everything to be built by hand, especially if you are trying to do something that isn't in the roombuilder. (Such as human interiors)
I have one quest that has the player ascending a tower and just used teleporters to get between levels. Depending on what you are trying to do, that may not work though.
Neverwinter players are stubborn things....until you strip them down to bone. (Cursed players, my flowers, MINE!) Oh how I plotted their demise.
Totally possible.. but it takes a little work. You have to completely hand-build your map. I have a good example for you. Check out my quest "Thick as Thieves" NW-DAHNZ6ZVW. The tavern is completely hand built on a section of the map the player cannot get to .. he gains access by way of a teleport placed on a door. Check it out (review if you like)... and you'll see just what you can do. There is also a hand built tower on this map but that will be used in an upcoming quest in this campaign.
I do this exact same thing in my "Old Magic" quest -- I have several 2 story "interiors" that were completely built by hand "below" the (exterior map) terrain level. That, or you can actually build something above the terrain on exterior maps (the Mayor's residence in my "Invasion!" quest is made this way).
Also, as mentioned for interior maps you can use "Room Builder" rooms - these are very large (1000' high) empty spaces that you can connect together and remove walls between to enable building any kind of interior you want. But, once again, you need to build it essentially "by hand."
You really need to examine the details for floors, platforms, trim, and tiles and see their thickness. Knowing how to use "/loc" command really helps at times as well. (It displays your x,y,z location).
